News Release: HomeCom Communications Announces Production Contract for HNIPU Technology; (Advanced Performance Material for Use in Coatings and Paints)

RIDGEFIELD, Conn. Dec. 16, 2003 - HomeCom Communications, Inc. (OTCBB: HCOM) today announced that its Licensed Technologies division has entered into a non-exclusive contract with Environment Friendly Materials, GMBH (EFM), located in Germany. Under the agreement, HomeCom will sublicense a part of its HNIPU technology to EFM for the production, manufacture and distribution of HNIPU. HNIPU is a hybrid non-isocyanate polyurethane for use in coatings and paints. The product has demonstrated improved performance characteristics, without the adverse health and safety issues associated with isocyanates. The contract provides that the non-exclusive license can convert to an exclusive license in the event that EFM reaches a sales level of 50,000 metric tons of HNIPU per year to customers in the European Community. The technology was originally licensed from Eurotech, Ltd. (EUOT.PK)

EFM intends to establish manufacturing facilities in Europe to produce and distribute HNIPU. EFM expects these facilities to become operational during the first half of 2004. Under the contract, EFM will pay HomeCom a royalty for every kilogram of HNIPU it sells and will pay all costs that are associated with the transfer of technology to EFM and establishment of the production by EFM.

Michael Sheppard, Vice President of HomeCom's Licensing Division, stated "This process was initiated by Dr. Leonid Khotin and Dr. Randy Graves, both members of Eurotech, Ltd.'s Board of Directors, and was introduced to HomeCom when we brought Peter Gulko on as a consultant to help organize this business venture in May 2003." Sheppard also said "This is very gratifying to us as this is the first contract we have entered into regarding the technologies that we license from Eurotech, and we intend to continue to seek opportunities for the manufacture and production of these technologies." Mr. Gulko added, "I am very happy that HomeCom has found a partner that realizes the potential of the product and is willing to invest in the production and marketing of the product."
